Meeting in mingled groups in public would be incredibly dangerous for both parties unless done within the borderlands or unaligned territories such as the Station, Daonna, Briste, Leathann, and Treun, and in player-initiated safe haven areas (Redgate?). As stated in the FAQ, natives can determine shardbearers from non-shardbearers, and within a close enough distance, determine Seelie from Unseelie: so even characters who profess neutrality will not be treated as neutral.

A continuation of anti-shardbearer sentiments, particularly in Daonna, Parrais, and Leathann, sometimes resulting in violence.
